Gavin Newsom's plan to penalize oil refiners for excess profits, saying more analysis is needed as fuel supply concerns intensify ahead of upcoming refinery closures. Additional recommendations include requiring refineries to maintain minimum fuel reserves and supporting private investment in fuel imports to help stabilize fuel supply and limit gas price spikes as the state transitions away from fossil fuels.
