The Federal Aviation Administration has frozen government-imposed flight operations cuts at 6% for 40 major airports as air traffic control absences have decreased ahead of a planned reopening of the federal government. Airlines have canceled 900 flights under the 6% requirement, the lowest in six days, and Southwest Airlines and Delta Air Lines anticipate normal operations could resume within days.
