November 2025 County Board Meeting Wrap-up

The Arlington County Board considered and acted on 35 agenda items at its November 2025 Regular and Recessed County Board Meetings. These include the following:

Saturday, November 15, 2025 – Regular County Board Meeting  

Item 31 – Adoption of the 2026 Legislative Package 
The Board adopted its 2026 legislative package, with an amendment offered by Board member Julius D. “JD” Spain, Sr. to position G.3, to support anti-rent gouging legislation:  

Previous Draft Language:  
Protect Tenants: Expand tenants' rights by providing additional recourse, including local enforcement, in situations of inadequate health and safety conditions and access to legal resources during eviction proceedings. Support efforts to keep housing costs in check. 

Amended and Adopted Language:  
Protect Tenants: Strengthen tenants’ rights by providing additional recourse, including local enforcement, for inadequate health and safety conditions and access to legal resources during eviction proceedings. Support measures to keep housing costs affordable, including anti–rent gouging protections. 

The amendment passed, 4-0, and was included in the legislative package.  

This legislative package outlines the County’s legislative values, initiatives, and positions for the 2026 Virginia General Assembly Session. This upcoming year, the County will focus its efforts on a myriad of important issues including legislation that achieves 6 main goals: 

  • Compensating for Federal Cuts to Public Safety and Emergency Management; 
  • Increasing Local Authority over Affordable Housing;  
  • Expanding the Peformance Parking Pilot;  
  • Preserving and Expanding the County’s Tree Canopy;  
  • Promoting Proper Structure and Functioning of the Independent Police Auditor; and  
  • Updating and Improving Tourism Improvement District Law.  

The legislative package also includes the county’s positions several categories of existing legislative efforts which include economic development, education and youth, environment, fiscal affairs, good governance, healthcare, housing & land use, individual rights and civil liberties, public safety, and transportation.  

Items 32 & 33 – Fiscal Impact Analyses of the Tentative Agreements between the County and the IAFF (Item 32) and the County and ACOP (Item 33)  
The County Board received a presentation on the fiscal impact analysis of the individual tentative collective bargaining agreements that have been reached with the Arlington Coalition of Police (ACOP) and the Arlington Professional Firefighters and Paramedics, International Association of Fire Fighters Local 2800 "IAFF”. Section M of the County’s collective bargaining code requires the completion of these analyses and presentation at the County Board’s November meeting.   

The Board voted to close the public hearing on both items and to carry discussion to the upcoming December 2025 meeting. At that December meeting, the Board can resolve to make a good faith commitment to appropriate funding to meet the obligations under the tentative agreements, with the understanding that any such resolution remains subject to actual appropriation. The tentative agreements are for a three-year timeframe, beginning in FY 2027 except wages and compensation will be reopened for negotiations in FY 2028 and FY 2029. 

Item 34 – Financial Results & Close-out 
The Board heard presentations from the County Manager and staff on preliminary financial results and close-out recommendations for the Fiscal Year ending June 30, 2025.  

Recommendations included:  

  • Adopting the FY 2025 County government appropriation resolution shown on Attachment 1A.  
  • Allocating remaining balances from FY 2025 to legally restricted and priority areas identified by the County Board as shown on Attachment 1B.  
  • Amending the FY 2026 County Operating Budget by approving the appropriations in Attachment 2.  
  • De-appropriate $500,000 from FY 2026 Washington Metropolitan Area Transit Authority (WMATA) funding to reflect final contribution to the Stabilization Reserve in line with FY 2026 Budget Guidance from the County Board.  
  • Appropriate $350,000 from the Stabilization Reserve to the Department of Human Services for additional food aid during the federal government shutdown. 

The public hearing on this item was held at the Tuesday, November 18th meeting. 

Tuesday, November 18, 2025 – Recessed County Board Meeting  

Item 3 – Site Plan Amendment re Harris Teeter Site Plan (SP#315)
The Board also approved a site plan amendment to alter building configurations for Buildings #2 and #3 at the Harris Teeter site plan (SP #315) located at 600 N. Glebe Road and 520 Tazewell St.  

This amendment does the following:  

  • For building #2, increases the GFA by 2,673 to accommodate new storage rooms and a modified dry valve closet to the G1 level.  
  • For building #3, removing the 9th floor and reducing the GFA by 35,261, changing the distribution and mix of units but keeping the total number of units at 227.  

The changes to building 3 were requested in response to current and future anticipated market demands, as well as leasing activities for Building #1 that have been completed. It should also be noted that while a floor is being removed, the overall height will not change; the floor-to-floor height will increase on each floor. 

Item 6 – Use Permit Renewal of WBM Transitional Parking Area
The Board also renewed a use permit for a transitional parking area for the WBM of Arlington dealership, located at 3210 10th Street N. in the Ashton Heights Neighborhood.  

Renewal of this use permit was recommended after County staff spent considerable time assisting the property owner in addressing outstanding Zoning issues. To date, the remaining issue to be resolved is the relocation of the eight (8) foot tall board-on-board fence to provide a 20-foot buffer between the fence and the southern property boundary—which the property owner is working toward.  

A County Board review of the use permit is scheduled in six (6) months (May 2026).  

Item 8A&B – 23rd St. Plaza Park, Use Permit and Naming 
The Board also approved two items related to the now named 23rd St. Plaza park. Item 8A was to allow for the creation of a public park on County-owned property located at 501 23rd St. S, while item 8B was to official name this property “23rd St. Plaza”.  

The funding for the 23rd Street South and South Eads Street improvements originates from the County’s adopted FY 2021 Capital Improvement Plan (CIP) that identified utilizing Crystal City, Potomac Yard, and Pentagon City Tax Increment Financing (CCPYPC TIF) funding for public space improvements in the Crystal City Coordinated Redevelopment District for $500,000. These funds cannot be used for projects outside of the CCPYPC TIF boundaries. 

These funds were originally envisioned creating a temporary public space at “South Clark and Bell Street”, but VDOT’s Route 1 improvements around the same time and in the same area would have made those improvements short-lived given VDOT’s construction plans. The approved FY 2023 and FY 2025 CIP included an updated project name and description that identified the subject 23rd Street South and South Eads Street Park as the substitute recipient for the Capital Improvement Plan Identified Tax Increment Financing funding originally allocated for the South Clark and Bell Street project. Supplemental funds are also being used from the National Landing Business Improvement District (NLBID) to offset some of the costs associated with lighting to improve visibility, safety, and to create a livelier public space. 

Department of Parks and Recreation led a 23rd Street South and South Eads Street Park design process for this space beginning in 2024 with a final design completed in 2025. Construction of the public park is expected to begin in 2026 and be completed in 2027. 

Item 34 – Financial Results & Close-out
As a continuation of the item from Saturday, the Board held a public hearing on financial results and recommendations for the Fiscal Year ending June 30, 2025. The Board approved the recommendations without any changes. This included (1) allocating and appropriating approximately $276K to fund the Safe Havens federal grant that was not received, and (2) leaving the remaining discretionary funding unallocated to alleviate anticipated pressures of compensation and benefit overages in FY2026.  

Item 35 – Draft Charter and Public Hearing re Advisory Panel on Arlington’s Form of Government
The Arlington County Board also shared a draft charter with the public regarding the establishment of an advisory panel to examine Arlington’s Form of Government. The Board voted 3-0-2 (with Board members Maureen Coffey and Susan Cunningham abstaining) to continue the public hearing, public testimony, and consideration of this charter to its December 2025, County Board meeting.    

While the public can submit feedback at any time leading up to the December Board meeting on this topic, to ensure that feedback is received with enough time to consider for incorporation into a revised charter, the Board Office is asking that residents submit their feedback by Dec. 1, a Monday, at noon via this feedback form.  

The Board Office will review feedback and make revisions as necessary to the proposed draft. Members of the public will have the opportunity to testify on this draft at the December 2025 meeting. Registering to Speak at Future Public Hearings
Registration to speak on an item with a scheduled public hearing opens approximately a week before the meeting, and members of the public can either register online or call in at 703-228-3130. Those wanting to participate in these hearings can do so in person, virtually, or by phone and will receive instructions on these options once they have completed their registration. Members of the public wanting to speak on a Consent Agenda item may do so by notifying the County Board Office before 10 AM at Regular Meetings to request the item be pulled from the agenda. Members of the public may then register to speak on pulled agenda items at the upcoming Tuesday Recessed meeting. Agendas will note which consent agenda items are subject to public hearing requirements and which require Board member consent to be removed.  

Members of the public are also strongly encouraged to subscribe to the County Board's News and Updates service to be alerted when meeting agendas are posted.
