Charles Milliard is the new leader of the Quebec Liberal Party.
Officials Friday confirmed Milliard, the 46-year-old former president of the Fédération des chambres de commerce du Québec, was the only candidate who qualified to run for the job by the deadline — which was 5 p.m. Friday.
