We are delighted to share with you the newly published report on the ‘Evaluation in action – Assessing the implementation of evaluation plans of the 2023-2027 CAP Strategic Plans’.
This summary report provides an overview of progress in implementing the evaluation plans of the CAP Strategic Plans (CSPs), based on information submitted by 10 Member States to the European Commission in 2025. It shows that implementation has broadly remained on track, with 25 CSP-related evaluations completed between 2023 and 2025. While most findings relate to process and implementation, the report points to some positive trends, alongside persistent challenges in data management, administrative burden, targeting and uneven uptake. It concludes with lessons learned and recommendations to improve the reporting and implementation of evaluation plans.
“Evaluation plans are intended to serve as steering tools for programme management, policy learning and accountability. The report shows that, overall, progress in implementing evaluation activities has remained broadly consistent with the original plans, with most evaluations following the indicative timelines and only limited deviations linked mainly to delays in CSP implementation.” |
