Upcoming GB active substance renewal submission deadlines

Apply for active substance renewal by the relevant deadline to keep products on the GB market.

Under the GB Biocidal Products Regulation (GB BPR), active substance approvals will expire unless a renewal application is submitted to HSE at least 550 days before their expiry date.

The 550-day deadlines are coming up for the following active substance/product type combinations under GB BPR:

28 October 2026

  • calcium dihydroxide / calcium hydroxide / caustic lime / hydrated lime / slaked lime (CAS 1305-62-0 EC 215-137-3) in product types 2 and 3
  • calcium magnesium oxide / dolomitic lime (CAS 37247-91-9 EC 253-425-0) in product types 2 and 3
  • calcium magnesium tetrahydroxide / calcium magnesium hydroxide / hydrated dolomitic lime (CAS 39445-23-3 EC 254-454-1) in product types 2 and 3
  • calcium oxide / lime / burnt lime / quicklime (CAS 1305-78-8 EC 215-138-9) in product types 2 and 3
  • chlorocresol (CAS 59-50-7 EC 200-431-6) in product types 1, 2, 3, 6, 9 and 13
  • coco alkyltrimethylammonium chloride (ATMAC/TMAC) (CAS 61789-18-2 EC 263-038-9) in product type 8

28 October 2027

  • L-(+)-lactic acid (CAS 79-33-4 EC 201-196-2) in product types 2, 3 and 4
  • propan-1-ol (CAS 71-23-8 EC 200-746-9) in product types 1, 2 and 4

30 April 2027

  • pyrogenic, synthetic amorphous, nano, surface treated silicon dioxide (CAS 68909-20-6 EC 272-697-1) in product type 18
  • silicon dioxide kieselguhr (CAS 61790-53-2 EC 612-383-7) in product type 18

Any person, company or task force/consortium can support an active substance/product type combination for renewal – it doesn’t have to be the original supporter.

Check the GB Article 95 List to see who the original supporters were

If any of these active substance/product type combinations are important to you, consider contacting your supplier to let them know.

If a renewal application is not submitted for the above active substance/product type combinations under GB BPR, the approvals will expire. This means the active substances will no longer be able to be used in biocidal products of the relevant product types in GB.

In addition articles treated with such products will no longer be able to be placed on the market in GB.

Upcoming GB active substance expiry date

Biocidal products must be phased off the GB market.

The active substance/product type combination listed is due to expire under the GB BPR on the following date:

31 October 2026

  • polyhexamethylene biguanide hydrochloride with a mean number-average molecular weight (Mn) of 1415 and a mean polydispersity (PDI) of 4.7 (PHMB (1415;4.7)) (CAS 1802181-67-4 / 32289-58-0 EC N/A) in product type 4

Once the approval expires, the active substance will no longer be able to be used in biocidal products of the relevant product type in GB.

In addition articles treated with such products will no longer be able to be placed on the market in GB.

If you hold an affected GB BPR product authorisation or Control of Pesticides Regulations (COPR) product approval, we will contact you about cancelling or revoking your authorisation or approval. You will have an opportunity to submit comments or additional information and we will take account of these when finalising our decision.

If you are aware of any disproportionate negative impacts that are likely to arise from the expiry of the active substance/product type combination listed, please contact us.

Stakeholders should note that biocides are in scope of the Sanitary and Phytosanitary (SPS) Agreement currently being negotiated between the UK and the EU. Once negotiations on the SPS Agreement have concluded, HSE will communicate further on any implications the Agreement has for the sector.
