The Fairfax County Department of Family Services will present important information on Medicaid policy changes, and the Office to Prevent and End Homelessness will provide information on the U.S. Department of Housing and Urban Development’s (HUD) National Standards for the Physical Inspection of Real Estate (NSPIRE) at the September 21, 2026, 10:00 am Continuum of Care (CoC) Membership Meeting. Implementation of NSPIRE begins October 1, 2026, for Emergency Solutions Grant and Continuum of Care funding.

Fairfax County’s Department of Housing and Community Development (HCD) has
prepared a Consolidated Annual Performance and Evaluation Report (CAPER) for
Fiscal Year (FY) 2026. The FY 2026 CAPER evaluates the County’s use of
Community Development Block Grant (CDBG), HOME Investment Partnerships
Program (HOME), and Emergency Solutions Grant (ESG) program funds for the
period from July 1, 2025, through June 30, 2026. Members of the public are
invited to review the draft report and provide comments before the final draft is
submitted to the U.S. Department of Housing and Urban Development (HUD).
The draft FY 2026 CAPER is available online at: https://www.fairfaxcounty.gov/housing/news/2026/draft-fy2026-caper-report and this
public comment period runs from August 24, 2026 through September 18, 2026.
Physical copies of the draft CAPER are also available for review during regular
business hours at the information desks at the Fairfax County Government Center
(12000 Government Center Parkway, Fairfax), the Gerry Hyland Government
Center (8350 Richmond Highway, Alexandria), the Department of Housing and
Community Development (3700 Pender Drive, Fairfax), each Fairfax County Public
Library branch, and other public facilities where advertised on-site.

The Virginia Housing Alliance and Corporation for Supportive Housing are partnering again this year to update the State of Supportive Housing in Virginia report, which was last completed in 2021. This report has served as an important resource to provide education on supportive housing in Virginia, including the capacity to deliver this intervention as well as the needs of Virginia residents and communities.
As part of this process, they are housing 5 in-person regional forums throughout this month of September to share data, collect feedback, and solicit strategies to meet supportive housing needs through policy and practice improvements. Anyone connected to or curious about supportive housing, which includes housing providers, tenants, healthcare (including behavioral health) providers, local governments, peer support specialists, those working in child welfare or social services, and more are welcome to join the closest forum.

On August 7, 2026, a U.S. District Court ruled that the Department of Housing and Urban Development’s (HUD) issuance of the 2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) is violative of the Administrative Procedure Act and may not proceed. As a result, HUD announced that the 2026 CoC NOFO and its August 26, 2026 application submission deadline were no longer in force. Also as a result, Fairfax County’s FY 2026 CoC competition process was paused and ceased moving forward on its published timeline.
How the process will continue is still unknown. HUD has different options it may take and has already appealed the District Court’s decision. The Office to Prevent and End Homelessness will continue to actively monitor and report on developments.
