June 2025 County Board Meeting Agenda Highlights

The Arlington County Board will consider and act on several items at its Regular and Recessed County Board Meetings. The Regular meeting will be held on Saturday, June 14, 2025, at 9:30 a.m. The Recessed Meeting will be held on Wednesday, June 18, 2025—not Tuesday, June 17—at 1:30 p.m.  

These meetings are open to the public. Please visit the County website for information on speaking at a County Board Meeting.

Comment on Agenda Items and Speak at the Meeting
Please send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items. 

If you wish to comment during the Public Comment period at the start of the Regular Hearing or on a Regular Public Hearing item, please register in advance on the County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.- 5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In-person registration is also available on the day of the meetings.

Saturday, June 14, 2025 – Regular County Board Meeting  

Items 1A&B – Village at Shirlington Streetscape Improvements
The Arlington County Board will consider approving a minor site plan amendment and a phased development site plan amendment (Item 1A), to facilitate travel way, streetscape, and plaza improvements at the Village at Shirlington. The Board will also consider approval of an ordinance to vacate portions of county right-of-way (Item 2B) for Campbell Avenue, South Randolph Street, and South Quincy Street for public sidewalks and utilities purposes associated with the site. 

Item 34 – Neighborhood Complete Streets Capital Projects
The Board will also consider approving funding within the Neighborhood Complete Streets (NCS) Program to advance the design and construction of two capital projects. These projects will:  

  • Construct one block of missing sidewalk with accessible curb ramps, curb and gutter on 8th Road North between North Kensington Street and North Jefferson Street in the Bluemont neighborhood. 

  • Construct new curb extensions, accessible curb ramps with curb and gutter and two improved pedestrian crossings at the intersection of South Dinwiddie Street and 22nd Street South in the Claremont neighborhood. 

The Arlington County Board established the Neighborhood Complete Streets program at its January 2016 meeting. The program is a replacement and evolution of the prior Neighborhood Traffic Calming (NTC) program. Project requests are solicited from the community, prioritized based on objective data, and selected with consultation and oversight from the NCSC following a public engagement period consistent with the Six Step Guide to Civic Engagement. 

Item 40 – First Responder Wellness Grant Acceptance
The Board will also accept and appropriate $30,000 in grant funding from the Virginia Department of Criminal Justice to improve the capabilities of county public safety Peer Support Teams by providing staff with specialized training in the Acute Stress Adaptive Protocol (ASAP) critical incident response method. ASAP is a new primary debriefing model used to support first responders in the immediate aftermath of a critical incident.  

Item 52 – AHIF Loan for Barcroft Apartments Renovations
The Board will also consider approval of an up to $7,739,293 in Affordable Housing Investment Fund loan to help facilitate the renovation of 73 units at the Barcroft Apartments, located 1320 S. George Mason Drive. If approved, the renovated units will be affordable for 99 years less the time elapsed since the original covenant recording in December 2021. There will be nine units affordable up to 30% AMI (12% of the total CAFs). The affordability of the remaining 64 units will average 60% AMI.  

The Barcroft Apartments community is located on 60-acres along the Columbia Pike corridor in Arlington. It is comprised of 1,335 apartment homes across 52 multi-family buildings that were built in phases between 1941 and 1951. In 2021, the Barcroft Apartments were placed on the market, and all units were at risk of being sold and demolished. The Board provided an original $150 million loan at that time to support acquisition of the property by Jair Lynch Real Estate Partners. This County loan, in combination with a $160 million low-rate loan from the Amazon Housing Equity Fund, supported the preservation of all existing Barcroft apartments as affordable units up to 60% AMI for 99 years. The 99-year affordability period is the longest affordability term in the County’s affordable housing portfolio. 

Wednesday, June 18, 2025 – Recessed County Board Meeting  

The Recessed Meeting will begin at 1:30 p.m. with a closed session, followed by reports from the Board and County Manager no earlier than 3:30 p.m. Agenda items will be heard no earlier than 6 p.m. 

Public Hearings 

The Board will hold a public hearing no earlier than 6:00 p.m. and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after the carryover Consent Agenda items have been considered.
