In the latest episode of The Spillover, I coped with the absence of my cohost Rebecca Patterson by debating the wisdom of the U.S. chip export controls. My sparring partner was my awesomely smart CFR colleague Chris McGuire, who was instrumental in the design of said controls when he served in the National Security Council. Always fun to disagree agreeably.
