Indonesia: Presidential Regulation Designates Spread of LGBTQ Culture as Nonmilitary State Threat

A regulation signed by Indonesian President Prabowo Subianto in October 2025 has drawn recent media attention. It designates “the dissemination of Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) culture” as a nonmilitary state threat.The BBC reported on July 6 that some media outlets have linked their coverage of the regulation to a recently announced plan by the Ulema Council of Indonesia (Majelis Ulama Indonesia, MUI), the country’s highest Islamic clerical authority, to draft a proposed bill for parliament that would criminalize the promotion of LGBTQ behavior or rights....
