Police Incorporate Flock Safety Technology to Support Investigations

ARLINGTON, Va. – The Arlington County Police Department has incorporated Flock Safety technology to assist police response to public safety incidents and criminal investigations.

In the fall, 25 Flock Safety License Plate Recognition (LPR) cameras and six Pan-Tilt-Zoom (PTZ) cameras were installed across Arlington County. Officers are expected to be trained on the technology around late January when the program will be fully operational. The use of License Plate Recognition has been prevalent in law enforcement for decades and Arlington County Police first began using the technology in 2012. Flock Safety provides enhanced technology, capturing license plates and vehicle characteristics such as make, body type and color.

The Flock Safety LPR system provides officers with real-time alerts when stolen vehicles, stolen license plates and vehicles associated with wanted persons, missing persons or felony criminal incidents pass by the cameras. Each search within Flock Safety’s operating system requires a recorded justification, which is regulated by department policy and verifiable through audits.

The Flock Safety program also includes the deployment of six PTZ cameras to provide increased situational awareness to officers as they respond to reported incidents occurring in our community.

No personal or driver information is captured by the Flock Safety LPR or PTZ cameras. The data collected by the cameras are securely stored on a cloud server for 30 days before they are permanently deleted unless it pertains to a criminal investigation. The data cannot be sold or shared outside law enforcement. The cameras are not used for traffic enforcement and do not alert for infractions regarding vehicle registration, driver’s license violations/suspensions or unpaid parking tickets.

Crime Prevention and Control is a key initiative of the Arlington County Police Department with officers and detectives working each day to maintain public safety through active patrols, response to calls for service and comprehensive follow-up investigations. The Flock Safety program is an additional tool designed to provide officers with efficient, real-time information to help identify, prevent and solve criminal activity.
